They sound like desicant packs, but I am not sure.

yup, sounds like plain old packs of silica gel. Amount of water to add would be a guess at best.

Are they Bovea packs? Like this: http://www.cigarsolutions.com/bovedapacks.html
If so, I don't think they need any water added.

Is one side blue? Sound like water pillows from Cigars International. I think they had them. Did they come with little plastic sleeves to put the packet in when it's humidified?

if the packs have hard, small beads in them, then it is some type of silica gel pack. The bovedas have a jelly like feel to them, and it will say "Boveda" on the pack.

Those are them! Not the best to sleep on though, a bit damp.
