If I can't set aside at least 30-60 minutes to enjoy most of a good cigar ... then I'd rather chose a small pipe bowl or not smoke at all.

La Vieja Habana The Early Years Silencios...nice quick smoke, not much more than a buck apiece.
Two that come to mind are Padron Londres and JDN Antono.

Recently discovered the Cusano line. Their M1 and P1's are cheap and very good. Their premium cigars are excellent.

I cannot believe there is only one mention of Gispert. I have only had the Maddy and its great for $2-$3. I just picked up 10 on todayscigar.com for $20 shipped.
Perdomo Slow aged - $25-30 for 20 from Cbid - Love them great smoke
Store brand - Topic from Tobacco Outlet - Nic. Maduro or natural, or Dom. - $2.00 a stick. Another good stick.
LVH by Drew Estate - really good smoke

I was wondering if anyone was gonna mention the MM magic mountains (maduros, specifically)! They were like all anybody talked about a couple years ago, but totally slipped under the radar.
Padron Londres in maduro are good, Onyx Reserve mini belis can be had for right around $50 for 25 on Cbid. They pretty much beat out any other cheap stick IMO. IT Super Fuerte maddies are good, too.

Sambrosa for dirt cheapo and it was not bad.

I've not had a bunch of experience w/ cigars less than $3, but the one I liked the most was a Sancho Panza double maduro. :eyequiver

"Isabella" from Miami. The old man in there has been making cigars since he was a child back in Cuba. He cant see very well but let me tell you he can make a cigar with his eyes closed. A bundle of 20 runs just uner 20 dollars.

The CR Sharks aren't strong but very flavorful. They are a mostly mild smoke but the kind of mild I like once in a while, especially in the morning. Fruity, slightly floral and a light cedar wood. I tend to the heavier fuller bodied sticks but the CR Sharks have found their way into my rotation of regular cigars.
The Maria Mancini's Magic Mountains are still available at a number of sources, mikescigars.com (NADA) used to be the most cost effective coming in around $50 a box or so, even better when they are on special there. The MM are a medium bodied smoke with a nice woody earthy taste. I like the maduros the best. I also like the De Gaulle's as well, they seem to be a better smoke earlier, but once the Magic Mountains hit their prime they are the best in that line IMO. The Magic Mountains really need a year to sit before they get into the flavors I really like. The newer boxes I've had weren't good early (in the past they've been better earlier) but are much better with some age. What cigar isn't?

Saint Luis Reys, Gisperts, and CI Legends Series Orange Labels (Patel) are all very good and generally well under $4 a stick.

The AF's seem to be staples at liquor stores that sell cigars
