Mdwest, it was my understanding (could be totally wrong) but agency's do not practice with HST or any hollow points for that matter. Also, some of those mentioned agencies do not carry 40 cals, such as TSA. and I did know they will be staging it over 5 years, still a lot of ammo in my opinion
Not saying I believe our government is going to start shooting civilians all of a sudden, it just threw up a few red flags in my mind

I should have read more closely.. I assumed this was inclusive of their 5.56, 9mm, .357 sig, etc.. requirements..
I dont have any recent information on training vs. duty loads.. it USED TO BE (havent confirmed or spoken with anyone about it in several years) that SOME federal agencies like the USSS used ball ammo for training and issues high performance ammo for duty.. and SOME federal agencies only issued duty ammo period (whether for training or for duty).. there really wasnt any consistent answer across the fed gov..
Honestly.. I am somewhat surprized (and happy) that the fed gov is FINALLY taking advantage of economy of scale and that DHS is puchasing ammo for several agencies at once.. thats one positive take away.. in the past you would have seen ICE issuing a contract, TSA issuing another one, etc..etc..
One of their biggest failures (the fed gov in general) is agencies and organizations dont talk to each other, dont make joint purchases, dont subscribe to any sort of uniformity in areas that they could, etc.. and save us (the tax payers) money..
Instead you have agencies like the USDA entering into separate contract agreements to buy ammo (they bought 325,000 rounds themselves this year).. when they could have very easily jumped into the pool with DHS (or the DOJ.. etc...) and likely gotten a much cheaper per round cost...

Our walmarts stay out of hangun ammo because it's the cheapest around. We have a gander mountain but their at least 2-4$ a box higher. Cabelas opens up here in charleston this Thursday so waiting to see how their pricing is.

People that have been shooting for any length of time should know that things happen, ammo prices go up and sometimes it's hard to find. If you pick up a 100pack or three from wally world every week you are going to accumulate a decent stash.
Buy it cheap and stack it deep. I don't think you can ever have too much ammo. I'm still shooting SA battle pack 5.56 from the 90's. Back then it was $300 shipped for a 2700 round tub or $36 for a 300 round battle pack. Yeah, i bought a bunch.

Remember to if your stock piling ammo to keep it in a dry place. Corrosion will ruin good rounds. The big rubber maid tubs with some silica packs work really well. Or your left over kitty litter, unwetted of course.
