I don't think so, the thing is that all they would need to do is drive outside the city limits (San Antonio is big) and then they can buy all the tobacco that they want, lol!

Speaking of being young; San Antonio passed an ordinance where you have to be 21 to buy tobacco products in the city. Wow, if I were 20 and had been smoking for 2 years I'd be pissed!
