100 percent tariffs on Scotch delayed?

Whiskey Advocate has an article detailing the delay of 100% tariffs on European Whiskeys. The recently implemented 25% tariff on Scotch and Northern Irish Whiskey is still in place and we can expect to see about a 13.5% increase in prices on these libations. If the 100% tariff is implemented we can expect prices to rise 54%.

What chaps my backside if in an effort to respond to these tariffs the EU increased tariffs on Bourbon. You would think that with less Bourbon going to Europe there would be a Bourbon glut stateside and these prices would decrease. Am I the only one that feels I am paying more for Bourbon today then I used to?
