I'm glad you said that Ryan, as that's the way I saw it. It wasn't a catch with a drive to the goal after, it was a diving catch. Stupid rule, correct call.
But the refs ruled he didn't really take 2+ steps, as in an actual football move. Those "steps" happened in the act of falling down making the catch, meaning he had to control the ball after hitting the ground. The refs ruled he didn't make a football move and all that motion was just him falling to the ground while trying to make a catch. By rule, it's incomplete in that case.
This is what they ruled, yes. But to say that it is indisputable that he didn't make a football move is pure nonsense. The call on the field should have stood either way. You or I couldn't contort our bodies and dive toward the end zone in that amount of time, but Dez Bryant can. And did.
