Cubans for sale on Indian Reservation

Regardless of whether these are fake or real, can they sell Cubans on an Indian Reservation? Aren't they technically their own nation outside of US law?

I don't know how the recent legislative changes regarding the Embargo impacts this, but it was illegal for US C=citizens to even buy any Cuban products anywhere in the World. If it were legal for a reservation to sell them, technically any US citizen would not be able to legally purchase them.
