A Chinese national was arrested for something similar on the West Coast a couple of years ago.

I think some of it is Chinese and some of it is paranoia. Every governor jumping in to mention their state tells me there is money to be made, or they are trying to not be forgotten as the hierarchy settles coming into the administration.
