Heartfelts pre loaded with distiller water?

Hey guys,

I ordered one of the 70 % pucks off of heartfelt and it looks to have come preloaded with distiller water (beads already clear). Is this common with heartfelt? Also, I would say about only 7/8ths of the puck is filled with beads (not completely full)? Is this normal?

I would say the same as above... I ordered 65% a couple years ago, and they came the same way.
