I'm first line for being guilty of doing infinitely too much static work, and not hitting things that matter significantly more.

My main excuse is being limited on space to practice with. But, it's just that: an excuse.

I can hammer out a .6 draw and 1s reloads. It makes me feel like a superhero, so that's cool. But it's really not getting me anywhere.

This post, more or less, forced me to open my eyes and re-work my entire practice schedule.

Unlikely that a tenth of a second on your draw is going to amount to anything in a match. Better to chase a tenth of a second on your transitions, splits, position entries/exits, and the like. That shit adds up over the course of a match.
How much static work do you do?
How frequently do you work on transitions, entries, exits, etc?
