Is CI a scam?

I recently seen a post that Cigar International is basically selling dog rockets with surplus bands? Here was the post and pics:
You wanna know why everyone thinks CI is a shady scam? Look at these Buggati branded cigars. They are the exact same bands for the Bugatti SunGrown made by Perdomo about four years back. Perdomos are all Nicarguan puros. These were food back in the day. Take a look at the garbage CI is selling. Same Perdomo bands made in the DR by General Cigar (parent of CI). Surplus band scamming at it's worst. CI you guys suck.
What is your guys take on CI? I havd done a lot of busness with CI and have not once had an issue, but I have never seen anything like this before.

CI describes these on their site pretty clearly. Doesn't say anything about being a Nic Puro.

They are what they are. They buy out of production brands and reproduce them. It's a pretty common phenomenon with the big distributors.
Just something to watch out for and be aware of. Doesn't really affect those who get picky about what they smoke.

I haven’t gotten anything from CI in probably 2 years. Still get stuff from Cbid but Holts is my go to anymore. Far better customer service and prices.

I picked up this 5 pack myself, it was only a buck, paid 5 for the bonus lighter and got 5 nica libre for 12.50 on whack a deal. I figured for the dollar I dont care if they are crap lol.

Doesn't CI have some weird relationship/partnership with Perdomo?
My everyday stick is the Milenario (un-banded & un-round Perdomo sqrd).
Under the impression these are made exclusively for CI (Swedish Match) ... Then distributed by CI to other outfits.
