I once had some 99 JL PC's and Coronas, which were from the same distributor of which you are probably referring to, and no, they do not have that '99 "funk." They were decidedly "on."

Most of the 99 cigars I have had were fine. Recently bought some 99 Trini Fundadores and some 99 Hoyo du Rois that rock. I would not hesitate
to buy anything from that year (personally). I think the quality problem may
have began then (to a smaller degree) but escalated and took more effect in
00 and even more in 01.
.... just my experience.

i have a box of JL PCs from 99. some are on, some have a definite rough flavor about them at the midway point, then they finish off fine.

do you want to take the chance, when you're almost certain that 03 and 04 versions will be better quality?

i know the 03/04 JL #2s are doing quite well.

hope it helps, but these are just my opinions.

It's hard to argue with 5+ years of age. I have boxes from every year back to 97, though not in huge quantity. I can't attribute any negatives specifically to year of production. YMMV.
