As I sit here watching the pilot of the leftovers, I'm positive I watched either a show or movie with the exact same premise. But it was not the HBO series the Leftovers.
All I remmeber is, similarly, 2% of the population disappears. There is a special part of the government dedicated to investigating. They interview the families to determine of the disappeared had tendencies for suicide and etc. And one woman who's revered for having lost her entire family, the chances of which were something ridiculous like a million to one.
