I have only seen pictures here on BOTL of the cloth bands and about when did they stop using them?

Discontinued around 2004 I believe.

2004 sounds right,they did offer the stick with a paper band for a while.

I still have one of the "toilet seat " Oliva boxes somewhere, and a couple of the cutters that came with it.
