Not that the current banter isn't amusing, but if any of us have seen Todd, we know 9" is closer to how tall he is rather than well, another dimension. :hysterica
Now, back to topic. I've got some '97 sanchos that are pretty damn good. Just by what I've read you need at least 8 years for them to blossom. I'd say that these have reached that point. I'm not that familiar with the Sancho Panza line as a whole so I can't opine (since Todd likes that word so much) as to whether they are the best representation of the Marca as a whole.

Good question about their production. All I know is that I know of an Australian vendor which usually has them. I haven't checked recently, but I would bet they're available for a pretty good price. Maybe even with some age.
