Posting this separately because the thread where it was mentioned went on to other subjects --

It was said that the Voting Rights Act was not a law, but an "Act" signed by the President. The term "Act" is short for "Act of Congress," a synonym for a "law."

The Voting Rights Act was enacted by Congress in 1965 and signed by LBJ. Its purpose was to end the literacy test requirements enforced by southern states against blacks and to require review of congressional redistricting in certain states. For more, see the link.
