Well it's on the band so it's not plume or mold. Did you spill something on them? Did you buy them from Uncle Bill? Doesn't look like anything naturally occurring in the cigar.

That’s what I was thinking as well. Very sticky like pectin. Maybe s combo of the pectin and oil from the wrapper.

Not sure I want to put that in my mouth, though.

I would agree about it having something to do with the pectin reacting with....something. It wasn't there before the repairs so it definitely comes from that. I'll take a dog rocket and apply some pectin just to see what happens, but it's really sticky and it's not coming off without damaging the wrapper.

Those two sticks might be goners.

Can't imagine anyway it would hurt you but I'm not a doctor and I didn't sleep in a Holiday Inn last night. I purchased several cigar mouthpieces and use them when I have wrapper problems, I think this would be one of those times.
