Was looking a little while ago at LO Dominican olor seco leaves, would they be usable as binder?

Are you near the border with an adjoining state where leaf sales are legal? if so a PO box or an agreement with a shipping service can give you short term relief. Remember, you are NOT skirting the law. You are receiving a package containing a legal product in a state where it is legal to do so.

Here in the east coast purchase of standard capacity magazines are illegal. Possession is legal. Residents routinely travel to adjoining states to purchase their legal products and return home with them.

My closest border is Mexico and that’s 4 hours away. I like how you think though

If you have carefully read the new regulation and you believe that leaf tobacco does not qualify as a covered product, you can also ask the State's attorney general for clarification. Send them the correspondence you received from the vendor canceling the order and the language of the regulation with the pertinent parts highlighted. Write a polite concise and brief letter explaining what you believe the regulation says and why you believe leaf tobacco is exempt. Don't attempt to dispute the new law. You're asking for a clarification on a point of law, not a repeal. Remember, the legislature is responsible to write the laws but its up to the executive offices ( the career govies) to implement the laws and coordinate with all existing laws. Usually there's a pause between passage of a new law and enactment. That gives the executive offices time to identify and resolve conflicts.

I see a lot of talk about people sorting thru their seco looking for cheap binder and wrapper. I go the opposite direction. I use wrapper for binder. Why? Cause it gives you that much smoother of a bound bunch. Obviously, you'll get that much smoother of a wrapped gar surface if you are laying your thin wrapper over a smooth bound bunch. Specially when you are using a diaphanous CT shade wrap. How? Wrapper leaves are extra wide. Fold your wrapper leaf in half lengthwise, with the outer side outwards. Now you have your veins criss-crossing each other, so that you have a stronger, binder-worthy leaf to work with. Feel the need to save money? Sort thru your wrapper and see if you don't come up with a supply of leaves you think are too holey or mottled to make good wraps.

Right now, I am rolling my two-a-day muscle memory making daily habit plumpfectos with filler that was sold to me as LO Mata Fina binder. Binder my arse... that stuff came in narrow and fulla holes. Useless as binder. But it's still tasty Mata. So I strip out the stems and use it for filler. I bind it with Indonesian wrapper cause that Indo is extra wide and smooth, but I don't care for the color of it, and I don't like it's green taste right under my tongue. Then I wrap them with CT Shade I scored from FX Smith's . I just now burnt one here on the smoking porch where I am typing this.

So I am going the opposite direction: binder as filler, wrapper as binder, and the most delicate possible wrapper as wrapper.

There's one super wide Indo in the leaf conditioning chamber right now as we speak, along with two CT shade halves. In another hour or so, bind. Couple three hours after that, wrap.

It was such a challenge to figure things out when I received my first orders of leaf. Some Seco thicker than Viso leaves, some binders so full of holes that only a Swiss cheese maker would be happy using them. Wrappers as you pointed out, full of stains, holes or rips.

It seems that the leaves classifications used by retailers is quite subjective and imaginative.

I guess it is a try and learn hobby. I must admit to have found recently that WLT seems to be more consistent with their leaves descriptions and overall quality. I’m still figuring out blending and what each different leaf brings to the overall experience. Sometimes pretty leaves may not be the tastiest one.
