I've always suspected the raw tobacco leaves should be frozen when I get them. The bug confirmed that for me.

I've suspected freezing to be a good idea since leaves are a raw agricultural product. No question the leaves have larvae and hatched beetles in most, if not all of it.

I'm glad I found out early in the game.
