How does it work? I've bid there directly, but can't figure out the purpose of this tool (and couldn't find an explanation when I searched.)

You enter a lot number you would like to bid on. The lot number comes from cbid. If someone else on BOTL has input that lot number the idea is you might not want to bid on that as you may outbid them.
