The DC police seems to be a bit of a let down all together. The apparent policy regarding the recovery of personal property, i.e., to focus on "more serious" and violent crimes rather than spending time and money on recovering stolen bicycles, etc., seems practical, and it would be if they did not fail at almost every other aspect of enforcing the laws (except, of course, from stopping drivers from using their cell phones).
