Here is the response that I received from Jerry McNerney on this issue...

August 29, 2007

Dear Mr. XXXXXX

Thank you for contacting me regarding taxes on tobacco products. It is good to hear from my neighbors in Northern California , and I appreciate you taking the time to write.

Tobacco is an extremely dangerous substance. According to the American Heart Association, more than 440,000 Americans die each year from tobacco-related diseases, at an annual cost of more than $96 billion in health care expenses and an additional $94 billion in lost productivity. Additionally, tobacco use affects our children. Each day, more than 1,000 kids become addicted to smoking.

However, I am a strong believer in the choice and liberty of the American people, and believe we already pay far too many taxes. In 1960, the federal tax was 1/3 of the average cigarette retail price. Today at 39 cents, tax accounts for less than 1/10 of the retail price.

I believe that Congress and the Administration have a key role to play in reducing the significant costs associated with tobacco use in the U.S. , and I will work to ensure proper oversight of the industry and protect our children. As Congress considers taxes on tobacco products I will keep your recommendations close in mind.

Thank you again for sharing your views. I am proud to serve California 's Eleventh District, and I am committed to working hard for you. If you would like more information about the issues I am working on in Congress, I encourage you to visit my website at www.mcnerney.house.gov.

Sincerely,

Jerry McNerney
Member of Congress
