I seriously doubt this, mostly because vodun as a religion (vodun is the actual name for voodoo), spawned in Africa and from there went to SOUTH America and not CENTRAL, where the tobacco use was important.
I just took out a book and I stand corrected, I got confused there, for vodun was originally from Haiti and the West Indies (close enough to Cuba) and did use tobacco, along with other things in their rituals.
PS - Sorry, too many cults in Latin America to keep up with it; yet tobacco into South America was indeed not important.
EDIT - Yet I see nothing on wishing on tobacco...it was mostly used as an offering.
