Old Donatus Solingen V-Cutter Questions

I picked one of these at a flea market (mine appears to be stainless):

And I have a few questions.

It doesn't cut well at all; is there a way to sharpen this? I could not easily determine if can be dissembled.

What the heck is the notch at the other end for? The couple I've been able to find on the internet have this notch, as does mine.

Looks cool and has a decent heft to it, just wondering how I could get it to a usable condition.

The notch is to remove the little nail that some boxes are closed with.
