that is the point spread. so -6.5 means you need to give the other team a 6.5 point "lead" or head start to make it fair.

the ".5" is just in case there is a tie
so... if i got 6 points and the game ended with a final score of36-30 in his team's favor, it would be a tie because you add the 6 points to my total score.. they put the .5 in to break any ties.

ok cool makes some sense, so even if a team wins you can lose your bet...... why not just go by the actual score so that way its clear cut who wins, and when your team wins you win.

The spread is there to try to even out the bets. Otherwise everyone would just bet the better team.
