Unusual seal

I happen to come across a box of Vigia and noticed an unusual seal. Has anyone seen this before,

Transit seal,all boxes have them.Supposed to keep box intact en route to being sealed and scanned.
Your box missed a step.
This box was purchased in Cuba..........? Stolen

I've taken apart the cuba seal before and have usually found the tabacuba underneath it.

Happen to come across it at a friend's place. Not exactly sure how it was aquired.
