They varnish the cigars to give them a nice finish.

Ok, actually... the box is what is varnished. If you want to keep the nice varnished box then you might want those. If you just care about whats in the box then it doesn't matter.

Partagas 8-9-8s come in two varietes:
Varnished (the outer box is varnised)
Unvarnished (the outer box is unvarnished).
It is more than just a difference in packaging as the two cigars are of different sizes.

I've heard that there is a noticable taste difference, but I wouldn't know for sure.

Different blend as well. Common opinion is that the Varnished variety are the better cigar.

They look like this except with Partagas bands. And as stated above, the V and UV are a different size and blend.

Yea because air can't flow through varnished wood as easily as unvarnished wood.
