I'd imagine the band manufacturer is to blame. The cigars aren't flaking brown stuff on to the bands, its the other way around. This "issue" isn't exclusive to Tats. I don't understand why anyone cares honestly.

From what I hear the L'Esprit de Verite are blended lighter the the La Verite and are to be enjoyed sooner.

I've got a bunch like that as well. I wouldn't worry too much. You could probably wipe them down with a damp cloth / distilled water if it bothers you. Actually, a bunch of cigars I have with gold on the bands are like this.

I will typically purge after the first ash falls off and at the 1/2 way point. If the cigar for some reason goes out, I'll purge before / during the relight as well.
