I think I'm sticking with my original guess that it's where the tobacco folds. Looks a bit like tinly worm holes in the ash that were not there when you lit the cigar? Take a close look at the patern of tobacco in the foot next time and see if this may be it.

Are you talking about an even unlit donut around the cigar on one spot near the edge only?

I think it's usualy where the filler got folded to make the shape of the cigar. Different rollers bunch up the tobacco differently, some fold in a Z, others make more of a back and forth folded fan shape, some even roll the leaves in a spiral. I think it's just a fold that landed on the outside...
