the little bumps are small pockets of oil. As far as the flavor, I have no idea how it affects it, but when I notice it, it is usually on a cigar that I am enjoying so I wouldn't be surprise if it enhances the flavors

They are cigar snobs :) actually I would assume pipe tobacco can get beetles as well, but since the pipe baccy I have is usually shredded and pressed together (don't know if that is the official description, but you know what I mean) my guess is that there is less of a chance for them to make...
