When I made mine I just put a layer on the bottom and then made a couple of shelves to fit the groves on the sides. No glue necessary ...

But as was mentioned, if you use wood boxes, no additional cedar is really needed.

You really don't have to line it. Just load it up with cigar boxes, even if they are empty
