I'm totally with you! In any aspect of marketing I do not hold a manufacturer responsible for the actions of a distributor. There's no doubt Pete does his best to take care of us because, aside from the fact that he clearly makes a conscious effort to find out what we like and meet our needs, thus showing he actually cares, it is his business and livelihood. I'm sure he does his best to assign his top-notch distributors when releasing LE cigars. Why would he intentionally assign a distributor who is going to treat consumers of his product poorly, thus (potentially) hurting his long-term business? Sure he's selling his product to them in the short game, but poor distributor/consumer relationships wouldn't have a positive effect on his future business.This is not Pete's problem nor the way he would "like" things to happen. But, like many other short run products, these things happen.
Bottom line is, if a retailer pisses you off, don't buy from them. Don't misdirect your issues with retailers towards the manufacturers. They don't control private businesses.
