After doing a few missions I found this...they've been breeding like rabbits

No mods, but it must have been a glitch (pop cap is twice your charisma +1)

Nice best I have is 3 settlements with 18 PPL.

Gotta max that charisma bro...even though it's way more useless in this game than prior ones. I've found limited dialog where it matters

There's teddy bears and alien toys staged like that all over the commonwealth. Absolutely hilarious.
