2 likely issues here. Tapashit pm's are different than forum pm's, so you have to make sure you are sending through the forum one.
And secondly @Feltmorefelt you need to go into your settings on the board here and change it to "accept pm's" Make sure it's not checked to "don't accept" or "only accept from people you follow"
